Comprehensive Mobility Plans for Karaikal region_UT of Puducherry

Under the UrbanShift Country Project, a Comprehensive Mobility Plan (CMP) is being prepared for the Karaikal region in the Union Territory of Puducherry, covering the 160 sq. km planning jurisdiction of the Karaikal Planning Authority (KPA). The CMP will provide a long-term vision for the movement of people and goods over a 30-year planning horizon, with a provision for review every five years to ensure that the recommendations remain relevant to the region's evolving mobility needs.

Aligned with the National Urban Transport Policy (2006), the CMP aims to provide safe, secure, efficient, reliable, and seamless connectivity while supporting economic growth, social inclusion, and environmental sustainability. The plan will propose strategies to strengthen regional connectivity, integrate land use and transport planning, encourage a modal shift towards public and shared transport, improve walking and cycling infrastructure, enhance road safety, implement efficient parking management, promote gender-responsive mobility planning, ensure universal accessibility, and optimise goods movement.

The CMP will address the mobility needs of all user groups, including women, children, older persons, and Persons with Disabilities (PwDs). It will also recommend a prioritised investment programme based on the urgency of interventions and their potential to reduce greenhouse gas emissions, while establishing a monitoring framework comprising key performance indicators to support implementation and guide future transport investments.
